The idea of using a common prefix name for the variables government reporting authority#1, and government reporting authority#2, government reporting authority#3 will probably ease the understanding and give more flexibility in term of content. And also asking to complete in the correct order: from the higher level authority (national) to the lower (regional or lower).

Adding a parOrganizationID (parent organization) and making use of the existing orgType, orgLevel and orgSector wouldn't solve the problem?
