Initial specifications for center.bllFlow() #32

Please comment if this bllflow centering function makes sense. 1) It is a bit different from what we discussed. 2) I realize that we need to define the different centering methods in the MSW. 3) I don't think we need to have "median" at this point, but should be straightforward to add.
