10 yrs age categories added to variable_details and variables. #61

Examine what changes/commits need to be done to integrate branch into dev.

Modified to 20-year age groups because 10-year groups already existed. New variable DHHGAGE_5.

I was getting difficult to interpret errors but this branch is quite far behind master. Those error messages are likely fixed. Maybe merge after the initial review and we'll test again.
