Adds terraform configuration files for the GCP

Supported functionality:

creating internal/external load balancers
external disks which are persisted and automatically reattached on compute instance recreation
snapshots to a GCS bucket
XPack security (no https)
bootstrapping cluster automatically with a bootstrap node
