Preparations for python package

created folder cybench
moved meat to cybench folder
used poetry for creating pyproject.toml

Test is failing because it cannot find the data. perhaps git clone https://github.com/BigDataWUR/sample_data.git ${GITHUB_WORKSPACE}/cybench/data does not work that well. will check later. have to go now
