Support VS 2019 #5

PowerMode in Visual Studio Extension Marketplace yet only support VS 2017.

According to Mads Kristensen's posts: How to upgrade extensions to support Visual Studio 2019, It's easy to make PowerMode support VS 2019.

Since the dependencies in PowerMode solution rely on VS 2017, the extension should be build with VS 2017. One can install this extension by downloading PowerMode.visx and click on it.
