[Jarvis] Weather Icon changes #684

Summary: 9 added VARS Weather.xml all icons change when selecting a weather icon pack Weather widget also changes Removed all the added weather images from the PVR merge

The Overview Weather icons disappear when selecting new ones since the Day.X.OutlookIcons properties use hardcoded paths for the resource images. I decided to remove the onloads and use some VARS instead.

Feel free to close this if it is not the best approach since I am not sure if this is the right way.

instead of asking to rebase :)
