Prim Spec Editor: Add "Move to Layer" option #20

Allow selecting Prim Specs in the Prim Spec Editor, right click and then allow a "Move to layer" option.

This would make it easier to transfer opinions made to the wrong layer to be moved to a layer where you do want the edit authored.
