This PR introduces the following changes:

Create a docs directory to house project documentation aside from the main README.md file.
Create a project README which includes badges as well as links to the Developer Guide and Feature Details documents.
Add an MIT license
Create a DEVELOPER_GUIDE.md and FEATURE_DETAILS.md document

This PR resolves Issue #24 and Issue #7.
