jcenter后续和Google达成的解决方案是，不能再继续上传，但是会保持能够下载，这个你需要去官网看看，紧跟时事

现在我知道是这个样子，但是你注意过新建项目google给出的提示吗，现在是能下载，不保证什么时候就不能下载了
