Allow moving between HTML sub-chapters by scrolling #107

What steps will reproduce the problem?
1. Enable HTML sub-chaptering, open HTML file with <h*> headed sections.
2. Scroll by finger to the end of chapter.
3. Try to scroll further.

What is the expected output? What do you see instead?
- Books should jump to the next sub-chapter. Right now the only way to go
there is to use toolbar arrow-buttons.

What version of the product are you using? On what operating system?
- Latest night build. 1.1.3.

Please provide any additional information below.
- Jump-by-scrolling is particularly useful for single-file books,
especially .fb2.
- Should also work when scrolling upwards.

with the latest nightly a swipe left or right should change chapter, is it ok?

Not really - left/right swipe is not a natural gesture in this case, as the 
user (me)
is trying to continue scrolling up/down. Also, with current slow speed of 
switching
(sub)chapter it just does not feel right. 

Another option can be a pop-up window asking to confirm chapter change, again,
activated by scrolling vertically beyond current section.

2.x will allow tapping to scroll to the next chapter.
