giving the option to comment on useability #17

I have second thoughts about this tag. Simple yes/no question becomes much more nuanced. People will just scare away and not submit at all if they are not sure if quality is bad or intermediate. It's as if we expect them to be experts on this particular pathway and snowplowing in general. Maybe launch it without it and then if there is good flow of edits we can add it. We need to keep it simple. Especially since we don't have any use for it now anyway and I'm not sure if we ever will.

Maybe for same reason we should also remove smoothness, at least from the winter map.

I agree, simple is good, though I find this is still simple. Much as I like using this interface myself, I'd be okay with removing smoothness and width, how about that?

I do feel pretty strongly that people will want to comment on how well something is plowed, and they could well use this map in a way that doesn't respect the intention of the tag. It could be a pain to correct when someone goes through and tags something as no winter service, when it's just that the winter service is poor or late. That's why I'd really like to provide a place for that urge.

Not sure I like "Usability" name. Maybe call it "Snowplow quality" to reflect that it makes sense for plowed paths?

Fine by me... I was just looking for a short word to avoid making the box look weird/crowded.
