Update environ.def adding T04 to cover all LCO sites (but SOAR) #52

Minor change. I just noticed one of the sites was not part of the LC2 of LCO telescopes network.

I'd think of SOAR as being in its own category anyway, as a four-meter instead of two-meter telescope. It would be a "group" of one telescopes.
