Implement rkrlogger.py

Existing file is logger.py but rkrlogger.py to avoid conflicts with regular Python logging.

main() should be implemented for when the script is called as a process.

• The RKR logging should be implemented by inheriting from the python logging.
• No filter on the log messages is required initially.
• Before logging starts GPS Time should be read from the NMEA bus and used to set system time on the Pi.
• Logging should run in an infinite loop until interrupted.
• On interrupt the log file should be zipped and uploaded to Google drive.
