An updated release checklist is currently experimented in https://github.com/diffpy/diffpy.fourigui/issues/65

Based on the experience, update release_checklist.md and set it as our group's standard.

Comment 1 - Checking python -m build should be added to the checklist before pypi rc release so that @sbillinge can save time.
Comment 2 - Make it super explicit to check tutorials, API references hosted online after pre-release
