Use GitHub release CI to create conda-forge version bump PR #82

At the very end of this workflow, we can use CI to update conda-forge feedstock instead of using a separate script or using manual edits.

Then update GitLab (old instructions - the manual way) once it's implemented.

Re-visit after completing higher priority tasks such as Python 3.13 migration for diffpy packages.
