snes9x: excessive state save/load times #65

I nearly exclusively play SNES games: but I loaded up a GBC game, and it interfaces with states instantly, so I thought I should mention the following.

snes saving/loading takes roughly 5 seconds from input in order to go into affect
this time is directly affected by current slowdown speed
ff is broken, but signs point that it would be faster if ff'd
no matter how long it takes to save/load, the frame at button-input is the one used (a good thing)

The state save/load times will be greatly improved in the next update; SNES should be instant, GBA should be under a second, and N64/PS1/Saturn should be about 5 seconds. Fast forward is also fixed.
