Tennant issue. Cannot find ads API in permissions.

Does anyone know why I cannot find the ads API permission inside of azure?

Doci need to use office 365 to get a special email?

This is so confusing. If anyone can help point me in the right direction..

I will even pay if I have to. I get some tenant issue.
