Put the CAN files under src/subsystem/can/

Clean up and refactor prototype CAN program where necessary
Use separate files for commands, constants, parsing/internal files, etc.
Submit a pull request for adding this code before updating parsing, sockets, etc.

The CAN files have been added and new development has continued as part of #11, so this issue has been resolved.
