I've tried to compress a reference image several times with different options without luck:

Here is the reference image: 0_orig_image

And here are the results (there are almost no difference on different high quality transcoding methods)

Default parameters: 0_default

Default parameters in KTX2 format: 0_default ktx2

UASTC enabled 0_uastc

If I can help you with any other test just let me know.

Just another (probably clearer to understand) image:
