feat: store workflowVersionID into submission table #50

The original submission table includes the workflowVersionID field, although no value is assigned to it.

When CreatRuns, the workflowVersionID is retrievable and concurrently saved in the submission table, facilitating subsequent tracking of the workflow version used in this submission.
