new rsat version 20230828, tested in local Docker #530

This PR adds a new version (20230828) of the Docker BioContainer with the RSAT software @jvanheld @medinaale @morganeTC @najlaksouri. This version was built and tested in local Docker and fixes the 'ulimit -u' problem of matrix-clustering within a container, which was incompletely addressed in version 20230825 (https://github.com/BioContainers/containers/pull/529).
