Changes to how we serialize needs full validation run. starting it tonight

Almost done here. Need to remove as many Load/Unload functions that take in CDM types and create a Factory function in BiogearsPhysiolgoyEngine to return a new PatientAction which has a Logger as the base type PatientAction is a Loggable but the m_Logger is always null currently.

Will start working on a new release then I'll get rid of the CDM in all headers and we can finally be start testing this
