Contributing files rollout #11

Hello :smile:, this PR is part of a rollout of revamped BioJulia contributing files.

This PR creates/updates the following files:

We also suggest an AUTHORS.md file that lists contributors and repository maintainers, and a manually curated CHANGELOG.md example file in your repository.
