Taxon protection no longer occurring

It appears that taxon protection in the NEON portal is no longer occurring at all. When logged out of the portal, specimens are showing identifications of taxa with SecurityStatus=2.

Here are a couple of examples of taxa that should be protected, as per the taxa table in the database:

Andrew had also reported that 'Explore occurrences' and 'Species list' negate taxon protection

However I am closing that issue for housekeeping purposes as it is now superceded by this one (not even the protection of the species name in the example given is protected anymore)
