Manifest Management Development request - sampleID changes pop up #28

If sampleID is changed within the sample editor, have a popup open asking if the sampleID should be changed within the otherCatalogNumbers field of the occurrence record. Can be a simple yes/no dialog that displays when record is saved.

Need to accommodate the omoccuridentifiers table and otherCatalogNumbers field into sampleID editing workflow. SampleID are being edited in the manifest and occurrence record's otherCatalogNumber, but value in omoccuridentifiers is not being flushed.

This tool/feature addition would be great and make it much easier to handle sample identifier changes in general.

That said, I think it is different from the other issue which is where the occurrence identifiers are partially populated from the NEON API and there is no error reported when the sampleID doesn't match
