Material sample not included in collection DWC-As - not going to GBIF #311

I didn't see this listed under other known issues and perhaps this is related to general Symbiota development timelines.

The material sample extension csv is not included in the DwC-A when it is created for a collection, therefore it is not sent to GBIF or available when someone downloads all the data directly from the collection profile page.

Because it is available to include in sample searches from the portal, the dwc handler must be able to include this file. It should be turned on by default for archives made by the collection.
