Soil orders not in locations endpoint of the NEON API #438

Documenting it here so that I don't forget, but I do believe this is fully an issue on NEON's side. Reharvesting all dried soil samples to get the soil taxonomy worked except in 437 cases including all sample from the following sites:

BARR BART HEAL TOOL WREF YELL

Looking up the relevant locationIDs for a random sample of these (BARR_001.basePlot.bgc) shows no values for soil order provided in the API. Looking up plots for which we do harvest it correctly, soil order does show up in the API call results.

I likely need to create a service now for this.
