Some taxa being protected despite no difference in taxon and taxon published #499

Here are two examples of samples for which one of the subsample identifications is being protected despite seemingly no differences in the published and raw names provided.

Determinations that were previously set as needing protection, incorrectly, were not being reset to no protections when reharvested. Issue has been resolved with this PR: https://github.com/BioKIC/NEON-Biorepository/commit/089b355b33166c2fd612e4acd8726744427a0638
