Pending changes to oilcane biorefineries #39

@yalinli2, I saw you may have ran some simulations in the wwt branch. I just wanted to keep you updated that there are pending changes to the oilcane biorefinery based on reviewer comments. Most notably:

I'll add the RIN credit of conventional and cellulosic ethanol to the ethanol price (biodiesel RIN was already included).
I'll add a bagasse drier to bring the moisture content down to 40% before burning it for heat and power.
