Add dcf recipe and to DispatchClassList #34

Hi Lori, @lshep I am not sure if this is all that is needed to add a recipe to AnnotationHub for dcf files. I would like to use it to upload a .dcf file to ExperimentHub. Let me know if there is more to be done. Thank you. -Marcel
