Keras model + weights dispatch classes #37

As discussed in the TAB meeting yesterday, here is a suggestion for DispatchClasses for keras models and model weights. Tagging @ppapasaikas who knows more about the objects. Let us know what you think!

(It's the first time I add a DispatchClass - I hope we made all the necessary additions. Not quite sure how to test it properly at this stage 🙂).
