Added an installation section to the vignettes, removed the README-Oct2022.md file and made minor edits to the man pages for forgeBSgenomeDataPkgFromNCBI and forgeBSgenomeDataPkgFromUCSC

Also bumped the version to 0.99.2 to trigger a new build by the SPB (Single Package Builder).
