update based on feedback from CRAN and to follow own policy of not installing without user knowledge/permission

@mtmorgan Did you want to check this over? I think this is in align with what we discussed yesterday. I will also have to make a similar change to AnnotationHub-class/Hub-class

Guess I should've started with AnnotationHub first; forgot this was there. Yes might be good to have somewhere officially to pull from thats a general package because this was implemented similarly too in BiocFileCache
