Creates the OSCAUtils package that contains all of the previous scripts. The aim is to allow the use of the various neat features outside of the analysis subdirectory; to avoid hard-coded paths that make the code more fragile; and to make use of R CMD check to examine the script code.
This will require an update to the OSCA repo to install the new version of OSCAUtils on every build.
