clear environments that become obsolete as client versions are bumped #1

The cached conda environments for each version of a client package are retained. For BiocSklearn this is now 350+MB per version, sadly. So some support for measuring and removing unneeded envs would be appreciated.

It is done, basilisk 0.99.58 and basilisk.utils 0.99.9.
