Spanish v1.2.0 #63

Updates to the Spanish translation of the latest CoC v1.2.0 of the en-US.Rmd and on the proposed issue #58

@llrs @mireia-bioinfo @estepi could you double check the translations I made? Most of the edits are in the new subsections for the "Ombudsman" and the "Incident procedure".

I think is very well done. My only doubt is how to translate commit (Line 26 on this translation 27 in the original in English). To me the intent is for commit message but it refers to any action in that commit as it is written in the guide so I wouldn't translate as "confirmation message" but maybe to recorded changes: "paquetes de software (incluyendo los cambios guardados) auspiciados ..."
