Policy and set of authorized people for moderating posts and users #59

Background: I noted several spam posts today, which I moderated i.e. deleted. I also wanted to ban the posting users, but apparently am not authorized to do so. I managed to suspend these four accounts, though.

The wider issue is: What are the policies for banning and suspending users, and deleting posts? Who can do it? There is obviously a balance between having only sufficient responsible people have these authorities, and distributing the workload, and being able respond forcefully and rapidly respond. Today seemed like a coordinated attack.

Lori and I will continue to look at some of the technical aspects, including better ways of preventing illegitimate users. I'll develop policy and identify community members to better moderate the support site.
