Public, shareable user profiles #26

Users should be able to publicly share their profile on our platform.

Therefore, there should be a view in the webui that doesn't require authentication, but which can display certain information from the user, such as their badges and some of their profile info.

Ideally, they should also be able to customize this and make it look nice!

The business cases:

  1. User's could share their profile with employers, post on their linkedin, etc -- as a way of showing their skill
  2. Recruiters could view user profiles to find talented candidates for job positions
  3. If a user is completing these certifications as part of a training course for their employer -- this can be proof of completion for their employer.
