Add capability to appeal reviewer decisions #31

This feature would allow users to request a second reviewer (possibly via the webui or ghbot) -- and appeal the first reviewer's decision

This would be useful in cases where a reviewer is being unreasonable -- this system would allow users to request a second set of eyes on the assessment
