Consider whether there should be an explicit indication of zero observed species #118

As noted in (https://github.com/BiologicalRecordsCentre/SPRING/issues/117), the current SPRING system does not include a data entry attribute for confirmation of zero recorded occurrences. Consider if this is required, and in what form.
See below an example checkbox from Plant Portal's NPMS Mode data entry.
