Problem with historic data #333

Hi @DavidRoy

A recorder has identified a problem with the historic data uploaded online for his transect (Stockers Lake 2012, locationID=13016) for the years 2012 and 2013. There are no data for Section 10, and high numbers in section 1. It looks like all Section 10 data have been converted to Section 1 data during the upload.

Quite probably this has also happened with other sites.

I guess this kind of issue would be highlighted in a comparison between Oracle and the online data, as highlighted in issue #332 . But I've noted it separately here as a known issue to be addressed.
