Hi, The shapefile seems to have a wrong projection. In order to display it without offset in ArcMap (with a dataset defined in Luxembourg_1930), I need to delete the .prj file and define the following projection.
Geographic Coordinate System: GCS_WGS_1984 Datum: D_WGS_1984 Prime Meridian: Greenwich Angular Unit: Degree
Then the transformation in arcmap works well. Could you see an explanation on your side?
