Add Reliability and Sectioncode in Annual reports #59

Would it be possible to put back the fields "Section code" and "Reliability" to the "Occurences" download of annual report?

I have changed the Occurrence download report on the Annual Report page to the EBMS version (was previously attached to the UKBMS one). I have changed the Termlist on the Reliability to be owned by the Warehouse (the terms were not being displayed, although the IDs were). I think this needs to work through the cache on the warehouse before they are displayed properly. I'll keep an eye on this and bounce it back when its OK
