Add custom attribute for herbaria/collections #1664

List of herbaria etc. from the BRC Oracle database COLLECTIONS table. This is relevant for loading of historical BBS data (and potentially vascular plant data), and needs to be added as a restricted term list for a new custom attribute.

Just to say that the only fields that are relevant for upload to the BRC warehouse here are CO_CODE and CO_NAME, and that those specific field names do not need preserving either
