Importer v2: page navigation #1667

At the end of the import process, you can arrive either at a list of errors to be downloaded and corrected, or at a successful import. For either of those options, can we add a button or link to "Upload another file". At the moment there is no easy way of getting back to the start page (although this will become easier once we add it to the menus).

The "Import another file" button is working for imports that complete successfully, but if an import fails due to validation errors, the "Import another file" button does not appear. It would be good to have it available in the latter situation, as we would expect users to want to re-import the file that has failed, after they have corrected it.
