Photo verification page: pin 'actions bar' in multi-selection mode #1720

Verifier request:

On the standard verification page, if you opt to use multiple selection mode, the actions bar (the section that has the verification decision buttons) gets moved to the top of the grid, and remains visible as you scroll down the grid.

On the photo-specific version of the verification page, using multiple selection mode, the actions bar goes to the top in the same way, but does not remain visible as you scroll down the set of photos.

This means that if you have gone down the page to tick the boxes for a set of records, you then have to scroll back up to the top to perform the verification. This sometimes involves scrolling back up that 'sub' form's scroll bar as well as the whole page's scroll bar and is quite cumbersome.

Would it be possible to look at pinning the action bar?

Likewise, it would be good if the bar with the Previous, Next and Rows per page controls could be pinned to the bottom of the screen.

2 things here - move the verification toolbar outside the scroll box so it doesn't move, plus also look into why the main photo scroll box isn't aligning with the bottom of the page properly.
