The Plot Maintenance page will need to support different attributes for different modes (Standard and NPMS). Consider this situation.

AVB note to myself: Discussion with john. The location_type can be used to determine the attributes that are displayed. Location_attribute must be saved for, then edited. Button next to survey on he location_attribute edit page takes you to setup for that survey, and it is that page the can be used to limit to a location type_id

Don't think think this issue needs to be open anymore. Two pages are being used, the required attributes are attached to another Github issue.
