Define record cleaner API

Define inputs and outputs for each service end point in the OpenAPI standard.

To perform its basic function, the primary end point must

• accept a file of records and return the results of checking against the rules,
• accept parameters indicating which tests to apply,
• accept a parameter indicating whether to add a row number field,
• handle large data sets without running out of memory.

To provide all the functions of the existing record cleaner, it should

• support multiple file formats,
• support mapping of file columns to required input fields,
• accept a parameter indicating whether to perform assignment of records to vice counties,
• support vague date formats,
• support multiple spatial reference systems,
• provide an indication of progress.
