sd_a appears in the occupancy modeling functions somewhere and is not needed anymore. Hunt this down and destroy it.

sd_a is redundant in the regional model where half-Cauchy is set directly on the precision. It is included as it is in the base text file. This may be better to leave and resolve as part of #108
